The purpose of the 'Call for Tender' is to select a competent contractor on the best acceptable terms. To achieve this objective, it must create the best conditions of competition by being transparent and fair to all bidders. Pre-qualification is the first step in the tendering process. When the conditions for competition are not met, we will see how the operator will seek to achieve the same objectives outside the classical competitive process.
